Samuel is a Ph.D candidate in the Department of Government and a Doctoral Fellow in the Multidisciplinary Program in Inequality and Social Policy at the Kennedy School. He was a Casberd Scholar at St John’s College, Oxford, where he graduated with a first class honors degree in Philosophy, Politics, and Economics. Samuel’s research focuses on education policy. He is currently exploring how people respond to student and school performance data.
